Tentative Board Decisions
Tentative Board decisions are provided for the information and convenience of constituents who want to follow the Board’s deliberations. All of the conclusions reported are tentative and may be changed at future Board meetings. Decisions are included in an Exposure Draft for formal comment only after a formal written ballot. Decisions in an Exposure Draft may be (and often are) changed in redeliberations based on information provided to the Board in comment letters, at public roundtable discussions, and through other communication channels. Decisions become final only after a formal written ballot to issue an Accounting Standards Update.
January 22, 2014 FASB Board MeetingPrivate Company Council Issues. In preparation for the January 28, 2014 Private Company Council (PCC) meeting, the Board discussed the following PCC Issues:
- PCC Issue No. 13-01A, "Accounting for Identifiable Intangible Assets in a Business Combination." The Board discussed the outreach and research performed as they relate to public business entities and not-for-profit organizations.
- PCC Issue No. 13-02, "Applying Variable Interest Entity Guidance to Common Control Leasing Arrangements."
- PCC Issue No. 13-03B, "Accounting for Certain Receive-Variable, Pay-Fixed Interest Rate Swaps—Combined Instruments Approach."
Pre-agenda Research Projects: Operating Segments. The Board continued its discussion of the pre-agenda research project on Topic 280, Segment Reporting. The meeting was educational; no decisions were made.
The Board discussed an agenda proposal that is based on the findings from the Financial Accounting Foundation’s Post Implementation Review Report on FASB Statement No. 131, Disclosures about Segments of an Enterprise and Related Information, and that of the IASB’s Report and Feedback Statement, Post-implementation Review: IFRS 8, Operating Segments.
The Board will formally decide at its agenda prioritization meeting on January 29, 2014, whether to add a project to its technical agenda on this Topic.
Pre-agenda Research Projects: Pensions and Other Postretirement Benefits. The Board continued its discussion of the pre-agenda research project on Pensions and Other Postretirement Benefit Plans. The meeting was educational; no decisions were made.
The Board discussed issues on measuring an employer’s defined benefit obligation, including defined benefit obligations for cash balance plans. The discussion focused on whether there are technically feasible, cost-effective alternatives for addressing issues related to measurement.
